This foundational course will clarify and explain the many options for financing school risks as well as the main monetary problems that risk managers deal with.

The CSRM Funding School Risks course is one of five courses that comprise the Certified School Risk Manager (CSRM) designation.

The main goal of this class is to introduce and explain ways to pay for the district’s losses. Using general criteria, the risk manager compares and evaluates the different risk financing options and decides which one is best for the school district.

Funding School Risks Topics:

Creating a school risk financing program by using risk financing options to balance retention and transfer and selecting appropriate deductibles and limits of liability.
Using TCOR as a risk management tool, creating district-wide accountability by allocating TCOR to schools, understanding a school district’s unique budgetary constraints, and the funding sources of TCOR.
Understanding team roles (including external experts) and thier unique contributions to better address the school’s risk financing needs.
Tailoring comprehensive insurance programs with common key insurance coverages and specialized policies like Educators Legal Liability and Directors and Officers to meet the needs of the school.
Learn about deductible insurance programs which are commonly selected to better assess the needs of the school district and suggest insurance solutions that meet those needs.

Understand the risk financing options of pooling and self-insurance for schools with advanced needs and how to perform a feasibility study to determine if a school is a good candidate for these financing options.

Learn the insurance purchasing considerations that school districts use to make decisions when placing insurance to better understand the expectations of the district.

John Chino

John Chino is a regional director of Gallagher’s Public Entity and Scholastic Division and is responsible for the development of Public Agency Risk Management Programs. His expertise includes program design, marketing, consulting, implementation, and self-insurance administration and account oversight. Also, he is the OCIP project director for the Orange County office and has designed, marketed and implemented several public agency Wrap-Up programs including the largest rolling Wrap-Up for school districts in California.
